Computer started running all games like trash out of nowhere.

I built my brother a computer a little over a month ago, now out of nowhere every game he plays runs very slow. Cs:go runs at 30-40 fps vs the previous 300-400 fps he got, along with there being extreme stuttering so it looks like the game is running at 10 fps. Battlefield 4 on ultra got 140 or so fps maybe 200? I can't quite remember but it's the same problem as cs:go where it'll drop really low and stutter like crazy.

I've tried:
-Restarting the computer
-Checked for viruses with malware bytes, rogue killer, and adw? I can't remember the name but it's another malware bytes product.
-Reinstalling windows
-ran a couple of commands, that were suggested on another forum post, which scanned the system files for any corrupted or damaged files and replaced them for me but, it found nothing.
-Checked the task manager for any programs that looked sketchy and for anything taking up a lot of power and there was nothing

Everything I run to scan for viruses comes up empty. Is it possible a part has already gone bad? Mind you this problem only occurs ingame, when watching videos or just browsing on the internet everything runs smoothly and comes up very quickly like it should (same with browsing through files).

TP-link wireless dual band pci express adapter. (Yes I know wireless sucks but, he lives in the basement and we can't drill holes in this house. Plus to get the cord to him would be a real tripping hazard without the holes.)

(P.S. the next time I will be on is in roughly 7-9 hours as it's already nearly midnight so I should be getting to bed)

What about checking clock rate and\or GPU utilization in a program like MSI afterburner? It would be interesting to see if the GPU is downclocking itself or not fully utilizing itself while in games.
