fps issues r9 380

So i have a i7 4770k r9 380 4 gb 8 gb ram 1 tb hdd and a 120 ssd 600w b series cm psu.i have liek 130 fps in league high settings no shadows.A friend hsa a fx 6350 gtx 770 2 gb ssd 128 gb 2 tb hdd storage and 750w corsair psu and gets 200+ fps same settings as me.What could be wrong with my pc.Pls help any tips or any suspects about what can be wrong?

at valley benchmark he also got 50 more avarage fps more than me. i upgraded from a gtx 950 to the r9 380 and any difference in valley benchmark or any other game.... did i just [muck] up buyng the 380?

Yes you did you could have bought a gpu from RX serios or GT 10xx series -__-

The 960 is on a par with the 380, so a 950 would be slightly slower, sorry to say it but not a great upgrade. It is a good card, but when upgrading you need a decent boost so that you have something to show for it.

the thing is at my country the prices for a 10xx series or a rx card are WAAAAY too much and i couldnt afford any of them at that time or even now.Maybe a 780 or 770 is gonna be better than the 380?

Unless 130 FPS is a problem to you, you should wait until you can afford a GTX 10xx card.
If you only have a 60Hz monitor it won't really matter if you get 130 or 200 FPS.

Needing 200fps comes at a cost, and the 380 was not going to be a big enough jump over the 950. A 1060 would be Awesome. The 1070ti might push prices around a bit when it lands. Or you might need to re-assess your expectations compared to your budget.

and in that price range i bought the r9 for 240 levas (120-125 euros) used with few months warranty and there are more 380's for 30-40 or 50 levas more ( i live in bulgaria levas are half on euros almost 1 euro to 1.95 levas) i could go for a 290 but my psu is a cm b series 600w not rly that good and that limits me and i cant upgrade it so its kinda hard xd

Well, as above you have to reset your expectations, you'll be able to get what you get with the 380. Did he rip you off? No idea, but unless you can sell it and buy something better for the same price, there is nothing you can do.
