Can I use Cooler Master Hyper 212 EVO for i5 8600K if it runs on stock speeds for now?
If not, which cooler would be the best and cheapest?

the best cooler i know in 212 price range is be quiet pure rock.
the Cryorig H7 is also a bit better than 212.

to your first question, yes it can and even slight overclock is probably possible.
