CPU Fan running full speed?

Whenever I boot up my PC, my CPU fan (and maybe my other fans are too) are running full speed and according to the bios hardware monitor, it's throttling up and down. Any clue as to what is going on?

NOTE: It says all my other fans are running at 0 RPM but I can assure you they are most definitely running....hard

Soooo...I might have fixed it? I don't know if it's just temporary but I flashed my bios and my fans seemed to run normal speeds.

I didn't think you could plug your fans into the power supply. Thought they could only be plugged into mobo :lol: but to answer your question I have them plugged into the motherboard
 
And they run full speed all the time? Even in windows?
What are your specs?
Dont you have your motherboard fan software installed? Check the mobo manufacturers website and download their fan controll software (assuming you havent). You should be able to control them from there. Even then your fans might start at high speed while booting up but should go back to normal speeds while in windows.

I do have it downloaded and even trying to manually turn the fan off doesn't work. Fan keeps spinning full speed
i7 6700k
GTX 1080
NZXT Kraken x62
MSI z170a Gaming M7 Motherboard
G.skill ripjaws v series ddr4 2133 (i think)

The case is NZXT S340 Elite but I don't think that matters (maybe it does, idk)
