Are motherboard manufacturers stupid? (PCI connections)

I own a GA-B250M-D3H motherboard, it has 2 16x PCI-E connections. I realised that it has 2 old PCI connections. The Intel B250 chipset says clearly that it doesn't suport any PCI connections, as any other Skylake and Kaby Lake chipsets or CPUs. I found this problem on many other motherboard on newegg too. Is manufacturers stupid or they just do this to make us spend more money?????

Solution
Chipset-level PCI support from Intel went out 2010-11. PCI Express to PCI bridge chips go for about $5 for 10,000 chips.
