Are motherboard manufacturers stupid? (PCI connections)

I own a GA-B250M-D3H motherboard, it has 2 16x PCI-E connections. I realised that it has 2 old PCI connections. The Intel B250 chipset says clearly that it doesn't suport any PCI connections, as any other Skylake and Kaby Lake chipsets or CPUs. I found this problem on many other motherboard on newegg too. Is manufacturers stupid or they just do this to make us spend more money?????

it's not a problem. those slots are perfectly functional and some people like to use them with legacy devices.
there are many ways to implement those slots. same way as many other options added (networking, storage, sound etc.)

Chipset-level PCI support from Intel went out 2010-11. PCI Express to PCI bridge chips go for about $5 for 10,000 chips.
