Can i overclock my ryzen 5 1600x?
CPU:Ryzen 5 1600x
Motherboard: Gigabyte GA-AX370-Gaming K3
Cooler:Be Quiet! Pure Rock (can i use a liquid metal thermal paste like this : https://www.amazon.com/Thermal-Grizzly-Conductonaut-Grease-Paste/dp/B01A9KIGSI?tag=gdext-20)
RAM: Team Delta (2x8gb) DDR4 2400Mhz
PSU: Be Quiet! Pure Power 10 700w 80+Silver
GPU: Sapphire R9 280x 3GB

How much can i OC my ryzen with this cooler and components
i will buy Vega 64 after around 1-2 mounths

Yes you can overclock, but how much depends on your specific chip. No chips are the same and some will OC to 4 GHz with low Vcore and others can barely reach 3,8 GHz with a high Vcore.
You should also consider faster RAM as Ryzen will benefit a lot from that, specially when you overclock.
Go to BIOS, find Vcore voltage and CPU frequency/multiplier, if multiplier usually it is a factor of 100, you slightly increase voltage and input your desired speed. For example, 4200 is speed, 1.3v is voltage. Save and quit BIOS, If it doesn't boot, turn PSU off "O -" switch. Remove CMOS battery for 1 minute and put back, turn on PSU, boot, slightly increase voltage until you boot. After entering windows, use AIDA64 or real bench to do stress test for > 1 hour, if no crash, no freezing, no BSOD. Congrats, it is stable. Your setting should easily achieve 4.5 GHz. Good luck.

My Ryzen 1600x works on 4GHz at this moment without OC
 


Updated, misread with 1300X, same procedure, different numbers :)
 

If your Ryzen is @4Ghz it is overclocked for sure. Ryzen 1600x runs @3,6 GHz standard.

For the other, there is no guarantee to hit 4 GHz, According to Silicon lottery only 20-33% (Depending on specific CPU model) are able to hit 4 GHz.
