Pull the MB battery and wait 5 mins or reset the bois using the jumper on the MB.
Make sure the PSU is unplugged.
Are you sure the PSU power switch is turned on?
If not turn it on, if it is turn it off then on again.
Also make sure the Power Switch connector for the MB is connected correctly.
