How to limit user's internet speed when using low-tech ISP WIFI router?

I would like to control the download/upload speed of another computer which is connected to the same ISP provided WIFI router i am.

I know many routers have the option to log in to their interface and do it from there but unfortunately mine doesn't. Is there a software (free) or any other way to accomplish this on Windows 7/10?

Does your wifi router connect to a DSL or cable modem? IF so you could connect your windows PC between the 2. Your PC will need 2 eithernet ports and then setup your windows PC as a gateway. This tho is very technical and unlikely you can. Here is a explination of how a PC gateway works.

I suggest tho getting a new wifi router with QOS. Turn off the wifi on your ISP supplied router and hook up the new wifi router with QOS to the old one. May take a bit setting it up.

I would like to accomplish this from my computer without having to tamper with the other computers.

If your router lacks the functionality, and you can't install things on the other PC, you can't do this.

you can buy a router that can restrict bandwidth, there are 2 models that allow this and both require custom firmware. i looked into this a few years back to stop crud tablets from eating my pc net connection. this link below shows you its possible.

amendment, there is a 'startup' company through kickstarter that has a small black rubixcube box that can accomplish this. cant dig up the link, sorry.

Solution
If you actually control the router then just tell them to limit their usage themselves or install one of these software tools. If they do not you just change the password or use other methods to block their access.

Now this only works if you actually have the control over the internet connection. QoS or other limitations is just a technical method of doing it, if the other person has equal rights to the connection then your problem is not a technical one really.
