the pc is fine...but here is what i would change: 550w PSU will be enough.... 650W is overkill....and also that case, you could go for a cheaper one and with all the $$$ you saved, you could go for 8gbx2 ram sticks....otherwise its fine
 
This is balanced build. Obviously, right now it would be much better to go with 8700K coupled with Z370 motherboard, but current availability and prices of 8700K could put this build out of budget. But assuming he could find it in good price, it would be no brainer.
Also, while the PSU is quite good, I would for such high end machine opt for something better, like this

i believe 650w is overkilling, dont you think? looking for upgrades in the future it is worth, but i think saving some $$$ and getting better parts its better... no?
 
Just few words for explanation:
550 W unit would do too for this build. But good PSU is likely to survive 10 years, so if you plan further upgrades like going for SLI (and 550 W unit would not be sufficient for it), it makes sense to buy more powerful unit ahead. Also, this is build with CPU capable of overclocking, and that consumes extra power (look at last 8700K tests - just by enabling MCE, the power consumption goes from 100W to almost 150 W).
But if your friend finds himself constrained by budget, it would be perfectly ok to drop down to 550 W unit to save few $.
