PC doesn't start from front panel power button

My front panel power button cannot start my PC although I can start the PC without any hindrance from the motherboard power button. Again if I manually spin one of the easily accessible normal 120mm cabinet fan while holding the front panel power button, the computer starts.

My specs:
1. RM1000x PSU
2. Corsair H80i Cooler
3. Z170A GAMING M7 Motherboard
4. Corsair 16GB RAM
5. Asus GTX 980ti Graphics Card
6. 3 120mm fans

My PC has been running OK for the last 1 year. It happened suddenly. I don't need to short the power pins of the motherboard as I already have a power switch on the motherboard . Sometimes the computer starts just fine. But other times I have to keep the power button pressed for quite sometime. But recently I saw that hand-spinning a fan helps to power on the computer.

I have swapped the power switch with the "reset" switch. It worked perfectly for 3-4 days and then again it started having the same problem. PC doesn't start right after shutting it down. Have to hold down the button for quite sometime before it starts by chance or have to hand-spin the a fan to start(for that I have to open the case each time).
