IP Camera Trouble

Okay, so I have this Techview camera QC3131 and I can assess it on the applications provided by the manufacturer but when I try to A) put the address into a web browser it says it doesn't exist B) When I try in other applications not made by the manufacturer. (This is the media port, I can view the configuration port fine)

The reason I need to use an outside application is because the one supplied its automatic record functions doesn't seem to work.

When I try to ping either the media port or the console, I get a DNS error. Yet I can acsess the console through the browser.

That's a public IP address (It's registered to Vodafone New Zealand and currently returns only timeouts when pinged). Is your camera actually set to that address or is it behind a router/firewall?

If a firewall, how did you configure it. Both ports must point to the same internal IP address, and, your provider must allow such communications to occur.

Yes I have set it so that when requested the port goes to the corresponding port. Should it be ALL to the same singular port? I can view the camera with the external ip. Just not get it to work on the media port.
 
Look at your router. It may not be able to route two external ports to the same IP address simultaneously, or, you've unknowingly set the wrong port numbers for the non working port. It's also entirely possible that as a security measure you can't access that functionality through the router. In addition, what does the manual have to say about setting your firewall rules?

Firewall on the router is off and the port is right.
