Ryzen 7 1700 temperature problem with water cooling

Hello,

i have problem with temperature difference between liquid and cpu. CPU is overclocked on 3.8GHZ with 1.35V. When i run stress test(aida64) CPU have 61 °C after some minutes, but coolant have only 35°C, so there is difference 26°C. I tryied some thermal pastes but it's almost same. Is that normal with ryzen or it's some other problem?

Another weird thing is when cpu is in idle, temperature of CPU is jumping by 10°C in second and then back, for example from 28 to 38 and then it's falling down back to 28(again and again), or when i start stress test, then temperature jumps in second from 30 to 48... how this can be possible? Maybe there is problem with thermal sensor or broken cpu?

Temperatures without OC:
IDLE: 27°C (coolant 27°C)
Stress test: 43°C (coolant 33°C)

Temperatures with OC(3.8 GHZ)
IDLE: 33°C (coolant 28°C)
Stress test: 61°C (coolant 35°C)

CPU: Ryzen 7 1700
MB: MSI X370 Pro Carbon
CPU block: EK-WB Supremacy EVO
Pump: 450l/h
