BIOS will not Stay put on the SSD that has windows

I just built a new pc.

AMD 1700x
Corsair H80i v2
Asus ROG STRIX B350 F Gaming
16 GB DDR4 3000hz Gskill RGB RAM
EVGA GTX 1080 SC AC 3.0
EVGA 650W 80+ Gold PSU
2 TB Seagate HHD
240 GB SanDisk SSD

At first I tried to load the OS on the HHD (on SATA 2 because thats where I plugged it in) because thats what I had. It didnt work after trail and error for a day. The SSD arrived and I put it in the pc (on SATA 4 because I could reach it) and tried loading the OS on the SSD. The SSD now had the OS. The problem is when I turn on the pc I have to boot through BIOS.

In BIOS the SSD is not at first shown.
Most recommendations online say to change SATA from IDE to AHCI. IDE is not an option and its on AHCI anyways. No issue there.

When going to Hard Drive BBS Priorities I can then view the SSD and See it in SATA 4
I can then select it and change Boot Priority to SATA 4.

The motherboard does not offer a second Boot Priority. From selecting SATA 4 or the SSD I can then boot right from there and Windows Runs without a problem. When going over to the EXIT tab and saving changes and exiting it says there have been no changes. It will exit, reboot, and then I have to go back into BIOS because it selected SATA 2 or the HHD.

When restarting the computer or turning off the computer from Windows I still have to go through BIOS. SATA 2 has Somehow been reselected and I have to go through Hard Drive BBS Priorities again the find SATA 4 and get the SSD and OS running again.

Im stumped. How do I get it to stay on SATA 4 and not auto switch back to SATA 2?
