No constant 144fps everything low with gtx 1070 on Overwatch 1080p

Hello i can't get constant 144 fps, i only get them during training or spawn room.
Everything on low!
Processor i5-4460
Mainboard MSi H97 GAMING 3
Graphics Card ZOTAC GTX 1070 AMP! Edition
Memory G.SKILL 8GB RAM
Display BENQ XL2411Z
WINDOWS 7

Training and spawn room, constant 144fps
during fights 100-140 ish up and down but lower on the 100s.
my custom fps are set to 145.

In game everything low, render scale 100%
I tried on windows 10 with my setup, still same...
During gameplay, cpu usage is 30-40%, all 4 cores are used 95-100%
In game vram 380, temp 40-50
Ram usage 6gb

rather than a new motherboard, new cpu, and new ram.
he could just get an i7.
a 4790k at stock would be like 40% better. he'd need to buy a CPU fan for that though, so a 4790 would still be a good alternative and should increase his lows.

OP could also turn off the FPS counter, or turn up the graphics to take load off the CPU.

can you confirm this? cause my local computer seller, told me to change my gpu card and it will be fine, i upgraded to a gtx 1070 from a r9 290x lightning... and it was still the same.

im considering i5-8400..... but preferbably, don't spend......

i can play doom at 200 fps on max settings :(

My friend tested with
1060gtx 3gb on all low with g4560, and he can get 180-200 fps...

Have been trying to solve this for months

Your CPU is bottlenecking, proof by your quote "all 4 cores are used 95-100%".

I wouldn't conclude to an upgrade just yet. Your CPU should be able to perform 144FPS + in Overwatch 99% of the time. Make sure the CPU isn't throttling ( what are the temperatures), and make sure nothing else is running in background (check with task manager).

Never 99% most of the time its 110, i can keep at 100 constant, the importance of having 144 constant is so that they dont dip and will cause input lag, critically important in fps games.

Yes, that's correct. Could you please measure your CPU's temperature? Also, don't upgrade to the 8400. The slim performance you get out compared to the price of the upgrade is 100% not worth it.

i don't do overclocking, then what should i upgrade to?

my cpu temp are never higher than 60 lol.
my gpu temp never higher than 60 too
 
So? High fps benefits from higher core speeds. You can wait for the 8600 or even get the 8600k and just don't overclock it, the 8600k has slightly higher stock speed. As only Z370 boards are available you will have to get an overclocking motherboard unless you wait.
