So I’ve overclocked my cpu (i7-6700k) to 4.8ghz on 1.37V on my h115i AIO temps were never really any problem sometimes hit above 70c. But my question is for everyday use would I notice a big difference in gaming performance from clocking it down to 4.5 or 4.6 with lower voltage.

You'd be looking at the difference between 4.8GHz and at most 4.5GHz. This comes out to 300MHz, or ~6%. For anything that scales 100% on clock speed, your scores would be 6% lower. My guess is most games would run 3-5% slower. So instead of 60FPS, you would get 57FPS.

Keep in mind that the GPU in gaming does most of the work, so a slightly slower CPU won't make as much of a difference. And if it brings your temps and voltage down and helps your CPU to last longer than I think it's a great idea. The beauty part is because you already have all the parts you can test yourself. Run your favorite game, record the results. Dial it back to 4.5 or 4.6. How much slower is it? My guess is not enough for you to care.

That’s what I was thinking. I’m moving right now so it’s boxed up but it’s paired with a gtx 1080 so. I’ve had it st 4.8 since mid summer and it never crashed so I feel like lowering the voltage and frequency would be a nice thing to do. Also I’m using the stock Corsair fans on the h115i and they ramp up on quiet mode so I think it would aid in that.

A general rule of thumb that's been mentioned before is you need a difference of 10% or more to really "feel" something. A 6% difference is slower, but probably not anything you'd notice. I say probably because it's technically possible that your favorite game is sensitive to CPU frequency and will dip a lot. You should see at most a loss of 6%. So mostly nothing.
