PC turn on problem

When i press the turn on button on my pc it starts all leds all fans and imediatly it turns off for 3-4 seconds and after that it turns on again and it boots normally.
I think this fenomenon it started happening after i deactivated all power saving features on my bios before i overclocked my CPU.
I have a PSU 80% rated with 700W, with a Gigabyte GA-970A-DS3P (rev. 2.x) motherboard and GPU R9 390 with CPU AMD FX 8370 4.5ghz stable OC.
I am certain that this problem it is not because of my OC. If i turn off all power savings under CPU setting in bios and i let every other setting by default with no OC the problem persists/remains.
Let me elaborate my issue:
After i press the power button, the fans and LEDs power up whithout getting any bios posting on my screen. After exactly 2 seconds it turns off and stays off for 4-6 seconds and after this seconds it turns on again and boots normal.

I want to know why this turn on thing happens and if it is normal.

Solution
Well, let me tel you about my system, One SSD is with W10 and it's installed in UEFI mode and it boots straight away while W7, installed on another SSD and in legacy mode has to shut computer down before it restarts and boots to OS.

I have my SSD as first boot device as allways was.
I already have windows installed and ready to boot. The single different thing that i did in bios is that i turned off power savings so i will be able to get a stable OC on my CPU.
And yes i have the gpu in the PCIe slot.

i think it is not UEFI installed because when i installed it i did not know that i cand install it that way.
But does have anything to do with my problem ? I think not. Because if i turn the power saving settings back on i will get a normal boot.
