Gpu not getting enough Watts!!!

My Graphics Card is not getting enough watts because in msi afterburner Its show my gpu is only getting less than 12 w. I have reseated the Motherboard and Graphics card but that did not do anything.The cpu is not the bottleneck because it stays bellow 50%
My pc specs are
Motherboard: AsRock N68-GS4/USB3 FX R.2 GPU:AMD Radeon rx 460 ASUS OC 2gb DUAL(Motherboard power only)amd phenom ii x4 820 8gb of ram EVGA 450 BV Psu PNY SSD

Better than what you have now, but the TXM is really the one to get, better than the CX.

I ran the Heaven Benchmark and got 9 fps on high and 145 on low with x2 with direct x11 at 1920x1080 the graphics were at 214 mhz and the memory stayed at 300 mhz

I saw a YouTube video of the Same PSU handling a gtx 1060 and a ryzen CPU.
I'm new to the pc platform so I won't know much

Would the corsair cx series cx550 550w atx12v 80 plus bronze be a good psu
 


Better than what you have now, but the TXM is really the one to get, better than the CX.
