New Computer Stutters Severely

I'm new in computer building and just put my PC together 2 weeks ago. I have had awful stuttering since the day I put it together. I did a benchmark earlier. In Portal, I get 7-8 Frames Per Second max. In Hearts of Iron IV, I get 3-5 Frames Per Second max.
Specs:
CPU: AMD ryzen 5 1400
Mobo: Asus STRIX B350-F
Memory: Team-Vulcan 16GB x2
Storage: Hitachi - Ultrastar 7K3000 3TB 3.5" 7200RPM HDD
GPU: EVGA - Geforce GTX 1060 6GB
PSU: EVGA - SuperNOVA NEX 650W 80+ Gold
OS: Windows 10 Home 64-bit

I was wondering if anyone had any idea how to fix this issue? Thanks in advance.

Temps? Did you overclock? Reinstall windows

After a few hours of hoi4, I booted into BIOS and the temps stayed low, around 40C for the CPU. It stutters with and without OC.

Check your CPU & GPU usage while gaming, use a program such as HWmonitor to note the min/max.

Look in Task Manager and find out what's using up your CPU. While the build is new is there a possibly that the system is infected with a virus or malware?

Try scanning (full scan) with Malwarebytes free and a AV program such as Avast, AVG or even Windows Defender.

What does CPU usage show when nothing is running? 1400 is enough to run a 1060 or maybe even 1070.

Open up task manager. What does it show disk usage at? If you are downloading a game or something while playing, that can make it stutter as well.

For now, reset your bios to the stock default settings. Also may want to check to see if there are any bios updates available for your motherboard and apply it if there is.

Also when you built your computer, did you do a clean install of Windows, or just pull a hard drive that was from another pc and just install it into the new computer?

Another thing, did you install all of the chipset drivers etc on the driver disk? If not, you may wish to do that as well. Since you've had the issue since the day it was put together, that would be a place to start.

Also, again, pull up task manager, and look at your disk usage. What does it say? If there is a high rate of disk usage on your hard drive, that will make the system seem to crawl.

Another dumb question, the hard drive you used, was it new or used, etc? Just trying to get a feel for what may be going on.

Not sure what chipset drivers even are tbh, I'm a goof. Disk usage is very low. HDD is brand spanking new. I did a clean windows install as well. I'm almost certain BIOS is fully up to date.

For chipset drivers etc, you should have had a CD that came with your motherboard. Did you install the items on that?

Ok. I think I may have found something for you. Not sure if this will help. Was doing quck reading on another forum where a guy had the same issue you have, and he had a 1700 and a 1080. If you look on page 5, about the middle of the page he kind of talks about it. He says that it was the fault of the Windows 10 creators update. Apparently there is something in some scenarios regarding the Windows 10 Creators Update and Nvidia GPUs. He stated that once he formatted and when back to the Windows 10 Anniversary update, I think that is version 1607, that it solved all of his issues.

You could try that, but apparently they just released the new Fall Creators update today. So if you had the creators update from March, version 1703 I think, you may attempt going to the Fall Creators update and see if that solves it for you.

I don't have hardly any issues, but then again, I'm running an RX 480 8gb card, so any nvida issues would not affect me.

Thanks for the patience. Trying to figure out what version of Windows I have and how to get the newest version. Windows does not give you a very clear way to see which version you're on apparently. even followed the instructions on the website, didn't help. Also doesn't help that I'm using a mobile phone as a hotspot for internet

. As I was typing this, I got an alert that said "Microsoft can't install the latest security updates." Not very happy with Microsoft right now...

Easiest way is to tell it to download the media creation tool, then tell it to upgrade your computer, it will download the files it needs and run through it's deal and check to make sure everything is compatible and should install the latest version.

You might wish to have it create a usb installer instead though and run setup from that. Then if something goes wrong you have a way to boot the computer from USB and do a clean reinstall without having to re download everything.
