High Memory usage on idle

Hello all. I've been having some issues with my RAM lately. When I start my PC, the memory usage is pretty normal ~23%. But after launching chrome or a game like Overwatch, the memory usage will quickly jump to 99%, making it quite difficult to play. I stream sometimes as well, so I have OBS open as well as a few chrome tabs for chat, streamlabs, etc. This becomes very difficult to do when my memory usage skyrockets. However, even after ending all of those processes, my memory will sit at ~95% while idling. Everything runs fine for the first few minutes after booting my PC, but after that, games become unplayable. Any help would be appreciated!

Specs:
Intel Core i7-6700K @3.4GHz
GeForce GTX 1070
16GB DDR4

Well as you can see, the top processes (and all the processes after them) don't even get close to adding up to 16gb. Even with the 4gb or so required to run windows. Based on other similar threads, I tried a few things. I ran malwarebytes (no threats detected), I shut down a bunch of startup programs, and I tried re-sitting my memory card. One of those things helped a bit, I'm not sure which because I mistakenly did them all at once. But the problem isn't gone. Over the course of 4 hours after booting my PC, the memory usage went from ~50% to ~90% while wunning the same processes for the duration, no changes. It built gradually and constantly until I had to restart my PC and the same exact thing happened.
