If the card is maxed out at 100% usage most of the time, it is fine. 80C is warm, but not dangerous. What kind if case you got and what kind of cooling does it have?
If your room temperature is around 20-25 degrees then I'd be inclined to say that's pretty high for a GTX 1060.
My room temperature is around 20, but would it be the VRAM usage thats causing the problem since i have 3GB graphics card and am using atleast 2700 for GTA V?

No, It's not related to that. It depends a bit on the rest of your system:
How hot are other parts in your system getting?
Are you using case fans?
Maybe there is a problem with the thermal paste applied to the GPU?
