New Build - Unresponsive (Already completed the suggested steps)

Assembled system and it won't boot to the Bios.

Did all the suggested steps in the boot issue guide.

Power it on without the GPU and the CPU fan spins.
When I had the GPU installed & powered those fans would also spin.
Same results with or without video card.
Tried with one stick of ram and both. Same result.
Tried to clear CMOS. Nothing changed.
Only thing that is different is when I take out all the ram, I can get it to produce the 3 beeps.
Tried another power supply. Same results.

Specifications:
ASrock h81 pro btc r2.0
G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
Intel-i5-4590-3-3GHz-3-7-Turbo-Quad-Core-Processor with stock cooler.
AMD Radeon R9 270X Double Dissipation Edition 4GB (R9-270X-EDJR)
Masterwatt Lite 500W with 80 Plus Certified Power Supply

Try this quick fix unplug the power cord from the wall, then press and hold the power button for 5 seconds( use a timer or such on you phone or count one thousand one one thousand two etc). then reconnect the plug to the wall and power up the pc. This allows the PC to discharge any electricity that it may have in the system.

Test two... Other people may have suggested trying another monitor to try to isolate the problem to one part ie: monitor, video card, etc. if you have onboard video try to uninstall the graphics drivers and use on board video. Basically if you cant see the PC start up you may think its not starting. Do you hear any windows logon sounds Y/N???

Test three...I see you have already tried some preliminary steps to...

Test three...I see you have already tried some preliminary steps to test your system Now you need to remove all wires noting where they go with a camera taking pictures or take notes(this will help you to reassemble later and also identify if there was a wiring error or such) REMOVE the motherboard from the case and bench test with only the required parts ie: CPU-RAM-VIDEOCARD-POWER SUPPLY (or you can refer to a bench testing guide like from YOUTUBE.COM https://www.youtube.com/watch?v=4PXBe9FE0f0
