Very High Ping in Steam & Steamgames

I got a new PC and in CS:GO I have a ping of 100-800ms but if I run a speedtest while playing csgo it tells me I have a normal ping of 27ms. I dont really know why since I never had this issue with my old PC.
If you have any solution or need further information please tell me exactly how to do it/ how to find it since Im not really good at PC stuff.

EDIT: I ran some speedtests over the last hour and noticed that it wasnt csgo that caused the ping problems but for some reason my download and upload sometimes randomly go down to 1Mbps just to go back up a few minutes later, its a constant up and down and I dont know why this is happening.

Do you know what servers you are connected to. I've played CS Games where I got put in Brazilian and Russian servers which brought my ping up to 500.
Are you using a VPN? That could cause some issues with servers, and would show why your normal ping is 27.
Maybe even turn off your router for 10 minutes, it'll give you a new IP

I am from germany and I connect to the EU serves like I did on my old PC/Craptop so that cant be the issue.
Also tried giving myself a new IP but that didnt help either.
Like I said the problem ONLY occurs in csgo (havent tried any other games yet since I havent got any others installed cause I just got my new PC), when ingame I have a ping of 100-800 but once I tab out of the game it goes down according to a friend I played with and if I run a speedtest while ingame it also tells me i have a ping of 27ms which is about the ping I usually had in csgo on my Craptop.

Im connecting to the EU servers like I did with my old PC so that cant be the issue

Wireless via Adapter/ Stick whatever you call it. But everything else (Youtube, Netflix, Google, you name it) works fine only CSGO is giving me this issue.
Also my adapter uses the latest drivers.

Still lagging. My normal speeds are about 5Mbps download and around 2Mbps upload.
