Eplorer.exe won't load, Windows 10

Okay, so my Nvidia graphics card was running a little slow so I updated the drivers using Nvidia Experence and restarted the PC. When it loaded up it went to a for screen in a small window. I had to alt+cntrl+delete to open up explorer.exe and it popped right up. I tried accessing the internet, but couldn't access with my on board Windows card or my usb Wi-Fi stick. I tried changing some network adapter settings, but it said I didnt have adminstrater priviligaes. I tried loading explorer.exe with admin priviligaes, but still said I wasn't admin. I uninstalled all Nvidia drivers and even did the regedit for the shell. I loaded up another hard drive and did many virus scans in safemode, with no luck. Please help.

you boot directly to windows? or via the log in screen (requiring a password)?

in safe mode:
your account could be set to 'ant'. control panel > users > create new admin account. hope that solve it.

inheriting permissions is a little trickier, but will also work (but also be not secure) > master drive letter > properties > security > inherit for your user name and/or authenticated user - apply to this directory and all sub directories.
