You should be able to run it decently at fairly low settings, though it probably won't be completely smooth; the CPU is fairly weak and 4 GB of RAM is really cutting it close. You may have some choppiness in congested driving areas.

I would check that everything is good elsewhere, I have also blown a lot of things up and don't have those issues. it could be a setting that is causing this. maybe it's some sort of bottleneck issue instead. it sounds like the cpu if your having trouble with explosions.
