yes and no, the ammount of ram in you'r system is very low and will only really run GTA V for a short ammount of time before you need to reboot it, i ran 8GB and i could do about 3-4HRs of game play untill i needed to reboot it, i would recomend upgrading to a 1050TI fo a budget or as you said the RX 470 due to its better performance and maybe 8-12GB if not 16GB of RAM if you can afford it.
if you are having issues with 8gb of ram then something else is causing you to have to reboot. the recommended settings are 8gb and the min recommended is 4gb. every game I can think of that I have seen the recommend specs seems to overshoot the required RAM needed. Having at least 8 for gaming is going to be ideal, but he will be fine with 4 for now.
The big thing is going to be what settings do you want to play on and what framerate? I use a 480x / i5 4460 / 8gb of ram and run it maxed out 60fp @1080p with no issues. I would think you could probably get 50fps 1080p medium settings and turn cpu intensive settings off or down. The bechmarks for that card show it runs gta v at 63fps on very high settings 1080p, but they are using 32gb ram and i7 6700k. I don't know for sure, but I would assume your cpu will create a bottleneck, probably a small one though. There is a video online of a benchmark using an i3-2100 / gtx 1060 and they get between 45-60fps on ultra settings. I think you will be fine as long as you tweak the settings and will be happy with 50ish fps.
