I am building a work computer for my father. He really doesn't do much that is demanding but I want to build him a computer that will last for as long as I can for the money and I want it to respond quickly to commands. He also plays 1 video game, World of Warships so as far as gaming is concerned the WoWS requirements are all I need. My main concern here is response time for opening and switching between multiple programs such as MS office programs and web pages, the gaming requirement is entirely secondary.
Here is my list of parts. I know next to nothing about building computers so I just want to make sure these work together and I want to know if there are better parts for the price, or if there are less powerful and cheaper parts that will accomplish what I am going for here.

My price limit is $450, including the Windows 7 Home Premium OS, and I am already way over that so I cannot accept suggestions for more expensive parts. I am looking to go cheaper. If I can meet my stated requirements above with less powerful (and therefor less expensive) components I would like to do that.
P.S. I have already looked up the system requirements for World of Warships and I know that usually the recommended requirements barely run a game on lowest detail. I don't need high detail but I want the game to run 35fps+ at above low detail (preferably 1080p). My dad is not a gamer, he is not picky about gfx. As it is he runs it on lowest detail below 20fps and I simply want him to have a better experience.
If you could help me bring this down to my price limit of $450 ($380 for the computer, $70 for the OS unless you can find me W7 home premium for cheaper) I would greatly appreciate it, and if you can show me better parts for the same price of $500 I would probably settle for that.
