Is It the windows Install USB or the HDD

Someone please help me! I just build my first gaming pc. It worked just fine the first few hours after I installed windows 10 but while I was downloading a few things I noticed the screen change and all of a sudden it went into the BIOS screen and I thought I was normal but since the screen didn't change I got worried so I restarted the pc and wasn't able to boot up anymore, so I started to freak out since I'm New to this and just dropped freaking $600 for this deal that I can't use. I've tried a few things from the web but it seems like windows doesn't boot up and everything is New so I don't know what the deal is, but I have come to the conclusion that I might have to get a New hard drive or New window USB, maybe even both. But also the first install was 64 bit, so then I tried 32 bit but it only gets to 16% to install and then says the pc has an error and will restart itself. So I'm not sure if o did something wrong the first time I installed it but again please someone help
Here are my parts, A320M-HD2 Mobo , GeForce GTX1050ti, evga 500w PSU, ryzen 3 CPU, WD 1Tb HDD

So I just built a new gaming pc and I installed Windows 10 and everything was going great so after it did its updating and such I went ahead and started to download games off steam since that was the point of all this and while a game was downloading I saw that the screen all of the sudden went into the Bios logo screen and so I just restarted the computer and so now it won't boot up to the OS now I'm pretty upset since this is the first time ever doing this and just dropped $600 I would appreciate any help but I drawing to a conclusion that I might have to buy a new hard drive or Windows install btw it was a usb one I used, I have tried things on the web but nothing seems to work so I would like some input thanks!
