Will dual Xeon E5-2660 2.2GHz bottleneck a 1070 or 1080

I was given a server motherboard with a dual Xeon E5-2660 and now I am planning to build a gaming rig. I figured if I could use the server motherboard and I could save some cash and spend it on a better gpu. My question is that will dual Xeon E5-2660 with 32 GB DDR3 1600 MHz ram bottleneck a 1070,1080 or even a 1080 ti? If it does bottleneck what is the best cpu combo with a 1070?

It would be easier to answer the question if you knew what server motherboard you have, but they often have x8 electrical / x16 physical slots. A GPU, a sound card or a LAN controller all are interface cards.

You will need a power supply with two EPS12V plugs and Windows PRO for a dual socket motherboard. You should get RAM in multiples of 8 DIMMs for optimum performance. Many server motherboards have proprietary plugs for things. If this was a Dell or HP it may require daughter or interface boards. If it came from a 2U server, it may be picky about fans.
Used dual socket motherboards are not usually the bargain they seem.

It does have a PCI Express x16 slot. If I understood correctly after googling, is interface board an extension such as a sound card? My question still remains which is will the cpu's bottleneck the 1080?
