As is typical.
When the system was new, it gave you the option to create your own Factory Reset DVD or USB.
For free. It probably prompted you to do this.
This is to give you the opportunity to return it back to original condition, in the case of the drive dying, or being "erased".
Sadly, far too few actually do this.
Now...Toshiba will want to charge you for what you could have created yourself for free.
