Can't install windows 8.1 pro on new hardrive

My old desktop hardrive failed so I bought a new one and I have been trying to reinstall windows through a usb drive onto the new hardrive. Whenever I run the instaler it gives me the message "Compatibility report: The computer started using the windows installation media. Remove the installation media and restart your computer so that windows starts normally. Then, insert the installation media and restart the upgrade. (Do not select Icustom [advanced] to perform an upgrade Icustom [advanced] installs a new copy of windows and deletes your programs and settings.)". Any help getting this to work would be greatly appreciated.

Seriously need help on this. I've been trying to get this working for over a week now an i need to get my desktop working very soon. I've tried everything I can possibly think of or any solution i could find online.
