GTX 1070 only using 40% of resources.

When playing/streaming LoL my computer gets around 120fps on very high settings, when not streaming its around 160fps. Whats weird is my GPU usage (via afterburner) is capped/throttled at exactly 40%. Also, temps are very low, CPU never over 50C and around 40-50% utilization, GPU never over 40C.

Ryzen 1700x @ 4.0Ghz
EVGA GTX 1070 SC edition
16GB of 2666Mhz DDR4
B350 Arctic Tomahawk Mobo
Corsair H110i

Well if there is no game engine framerate cap and vsync is not on the framerate should go up until the GPU is at 100% or there is some other bottleneck, even in a low demand game like LoL.

What is cpu usage? If you can screenshot more of the graphs after playing LoL.

Im sure it probably wouldnt,but then why do I see streamers with nearly 300 fps in 1080p+ when i can only get half that. my heavily OC 1070 should easily compete with the 1080s maybe even the ti that most of them use.
