Good GPU price/performance for Q6700?

Recently ive upgraded from pentium d 930 to core2quad q6700 and this are my specs:
Ram:3gb ram (ill upgrade soon to 4gb)
Cpu:Intel Core2Quad Q6700 2.66
Gpu: AMD Radeon HD8570 DDR3 2GB
PSU 400W
HDD: 160GB 7200RPM 40read/50write(ill upgrade soon to a 500gb 7200rpm 200read/210write)
This 160gb hdd give me stutterings in some games.
My actual problem its the bottleneck made by the gpu. While my Gpu is 100% my cpu cant reach more than 40-50% in games.
I need to upgrade my gpu.
I want a gpu who:
-cant bottleneck my cpu
-its ok if cpu bottleneck gpu 20% but not more
-i want to buy it sh from romania
-70-80euro
-NO POWER PIN CONNECTER
SRY FOR MY BAD ENGLISH!

You won't be able to get a new better graphics card than the one you have with a budget of $70. For that price the new card performance will be almost identical to the one you have now.

i cant buy this gtx 1050 gpu bcs its around 100 euro, and i have only 60-70 to spent o a graphic card
