Something wrong with my cpu causing low fps in game?

After my 980ti died on my I was able to snatch a 1070 zotac mini for 300$ of a friend.

I had no problems getting good fps in game like BFBC2/BF4 but after changing to a card that is supposed (according to benchmark) to be the same as my 980ti I noticed my fps dropped by alot.

So I'm wondering if there may be something wrong with my CPU that is causing my fps to be low.

7600k delided @ 5.3 with 1.368vcore
16gig @ 3200mhz 16-18-18-38
1070 zotac mini with +100mhz on core and 220mhz on memory
Windows 10 pro 64 bit
1x120g SSD
1x500g HDD
Corsair rmi 650
Corsair H100i GTX cooler


According to benchmark I should be getting 120 peak and 70-80 average, yet it dips below that,

Using vsync kind of fix that, it's 60 static, but I'm worried that there may be something wrong with my CPU.
 
I suspect that your cpu is throttling because of the overclock.
5.3 @ <1.4 is out of this world for even a golden chip.

Check with cpu-z while gaming to see what your vcore is and what your multiplier is.

Another thought:
Is your 120gb ssd, presumably the C drive approaching 90% full?
If so, it may slow down some gaming functions.
 
Maxwell 2 and Pascal architecture based graphics cards employ shaders that get approximately the same amount of work done at the same clock frequency, so your 980 Ti was actually very comparable to your GTX 1070. There is probably nothing whatsoever wrong with your CPU. The 980 Ti actually has a CUDA core advantage, sporting almost 50% more cores, but it doesn't beat the newer cards because of it's lower clock speed ceiling. That's the only reason the 10xx series cards are faster, because they are clocked higher.

Your best bet with that 1070 is to keep it as cool as you can and get the core speed up as high as you can.

Depending on the actual clock speed of your 980 Ti, it should have been faster than your GTX 1070. A 100 Mhz boost from the 980 Ti's normal base clock of 1 Ghz would have made it the same speed as your Zotac Mini 1070 with the 100 Mhz overclock. A lot of 980 Ti cards were clocked higher however, so unless you have a good idea what yours was running at, it can't be said with certainty.

Another aspect to take into consideration is that, the 980 Ti has a wider memory bus. The memory on the card may be older and slower, but the access to it is much wider, giving the 980 Ti more bandwidth.

It's unfortunate that your 980 Ti died. A low clocked GTX 1070 isn't actually a real upgrade to it, more of a side-grade.

I will run DDU, again, just to make sure (mistake happen)

My vcore under load (aida64) is 1.375 I believe (under cpu-z) keep in mind my chip is delid so temps is not an issue, my multiplier is x53 (8-63) bus speed is 100

I tried to lower the clock to 5.1 just for the sake of it, but nothing.

Max temps of the card is around 75 with the fan curve I set and I replaced the thermal paste with some arctic silver 5.

The game is on the HDD with around 200gig left, saving my SSD space for Destiny 2


I'm surprised the 1070 is a side grade, figuring that when the 1070 is OC'd it's ahead of the 980ti (also oc'd)

Make sure you have optimised the NVIDIA control panel settings.

Ensure your system is on high performance under the power options.

I'll look for the high performance option, I don't have nvidia control panel anymore, but when I did have it, the optimised was the same as the settings I had.
