Hard disk scratching sound

I just bought a seagate hard drive and when i use it i can hear very loud scratching noises but the hard drive works but its also very slow i dont know what the problem is.

Possibly seatools can fix it.
If it finds a problem, you have good grounds for a RMA replacement.

It would seem that when you installed windows, the Seagate was present and windows put a recovery partition on it. That is fine so long as it works, but it complicates later removal of the drive.

You might want to reinstall windows on your main drive without any other drive attached.

Solution
You should be able to create a usb bootable seatools.

It was sold as used for a reason, you may be out of luck.
I would return it if I could.
If you bought it on ebay, you can get your money back.
