Solution
That heavily depend on games you play. For some games, esp. older ones, your CPU would be still enough when coupled with that GPU. For other games, it may be not enough. Yes, it does not hurt at all to buy a GPU first and see how it plays with your current setup. Then, if you find performance is not to your liking, you can swap CPU as next step, without need to change GPU.
If you decide to swap CPU, you should look for i7-4790 or i5-4690. Those are best CPUs that your motherboard can use (well, aside from their unlocked versions i7-4790k, i5-4690k - but you could not overclock them on this motherboard).

However, if you decide to swap CPU too, I would suggest changing PSU as well...
Looking at your CPU, I would say Gtx 1060 6Gb version is best card you could use - anything more powerful will be limited by your CPU. However, there few more things to find out, before choosing card:
- what your power supply is - does it heave enough power and required connectors for graphic card
- what your case is - does it have enough space for new card

what are you going to do with this rig? gaming? if you want a gpu strong enough to be in range of 600dollars, you should go with a new CPU(processor) as well. go for a I5 processor and a GTX 1060 4gb... i believe that would be the best option for you.

if you dont want to replace your mobo, make sure that the I5 its the same socket(LGA 1150) as your I3...if its a new socket 1151, youre gonna need to upgrade your mobo as well

Ok, so your PSU is Cooler Master Thunder 500 W. Not exactly greatest thing around, but should be able to power gtx 1060. However it has only one PCIe connector, so you are limited only to cards that require just one.
So for example, this one:

However, if you decide to swap CPU too, I would suggest changing PSU as well to something more reliable.
This would be cheap but solid option:
