Netflix Frame Stuttering

Why does my Netflix stutter when attempting to watch TV or Movies when playing World of Warcraft?

Specs are as follows:

I5 3570k stock speed
16 gb ram
Gtx 1060 super clock 6 GB
120 GB ssd master drive with 500 gig HDD for mass storage.

When running everything CPU usage never peaks above 50-60% and memory hovers around 45-50% usage. WoW never has any issues and pulls 75 (max I’ve set to reduce impact on other processes) FPS and almost never dips below 55 during raids.

Gigabit means the hardware can handle roughly 115MBps. Netflix uses about 1MBps (varies a bit) and usually it just drops the quality so it shouldn't "stutter" but should just get worse quality or just stop playing if there's insufficient bandwidth for the lowest quality.

However, I don't know what your ISP (Internet Service Provider) allocates in terms of bandwidth for downloads, nor do I know how much online...
It's likely a NETWORK allocation issue, not a CPU or hardware issue.

That's not certain though, but what exactly do you mean by "stutter" is it a constant stutter or is it just periodically freezing and/or dropping down to a lower quality picture?

The only other things I can think of are:
a) 2nd monitor synch issue (especially if monitors are different refresh rates), or
b) unknown software issue

*What happens if you play an OFFLINE GAME (so no internet) on one monitor while trying to run Netflix on the other monitor?

Well I’ve got gigabit internet so I don’t believe it’s an internet issue as for allocation maybe since it’s after I swapped my mobo and it doesn’t have a gig lan port. As for monitor sync both monitors are set to 60hz.

I haven’t tried the offline game yet I’ll have to download one and test it. Any other ideas until then.

*There's even a QOS setting in the ROUTER so it will prioritize things like NETFLIX (which should be on if it's not).

Some basic tests that come to mind:

1. Netflix by itself on PC
2. Netflix by itself, THEN launch a single player game
3. Netflix by itself, THEN launch WOW
4. Netflix by itself on OTHER computer or media device, then launch WOW
5. Launch WOW, THEN launch Netflix on other device/PC

I'm still not certain if it's a bandwidth issue or video synch issue with the monitor but maybe trying the above will shed some light on it.
