So I've had this issue for a while now where my screen would freeze and all peripherals would lose power, but now its happening too often. I thought it was a gpu issue but I've just been testing my cpu and it's happening out of games when i stress test it, I took off my 4.2GHz overclock and tried running it at the stock 3.5GHz (it's a i5 6600k btw) and I'm still getting the same problem. Are there any fixes? I am still within the warranty period.

What's your hardware? The guts that make up your machine. PSU, gpu card, Mother Board, how much memory, monitor and attached peripherals (#2HDD). Are you using a UPS unit or power strip?
I agree with juanrdp. Sounds like a power problem. The way to test it is to replace the RM650x with a spare PSU or borrow spare power supply. I owned an RM750 which had the same problem. It had a bad automatic fan setting back in '2013. After 6 months, it started black screen crashing. Randomly at first. It gradually increased the frequency of black screening crashes till it fried up. I went to Corsair's website to get an RMA and found that the model I had was recalled for a faulty fan setting. It was overheating. Corsair sent me a new one which is...

I was able to run my 6600k at 4.2 on stock vcore. At my current 4.5ghz, I have my vcore at 1.325v with the llc at 5. That is just a reference.

Are you sure that it is not your memory causing the problems? Have you tested it by trying one stick at a time in each memory slot?

Or it could be an overheating problem with either the cpu or gpu.

My bet would be a memory problem though. since it happens both in and out of games.

So I took out one ram stick and ran a stress test and it was fine then i tested the other then I tested both at the same time and its still fine, I do have the ram in slots 1 and 3 now instead of 1 and 2 though if that would affect it. It's stable at 55 degrees (under full load) and 3.5GHz so I'll see how it runs in games later but it seems to be ok now. Appreciate the help.

-Before you try that, have you reseated all your hardware? Sometimes the connections get dirty and needs to be reseated. Take everything apart and clean of all connections by plugging in and out a few times. GPU card, ram, all wired connections.
-A game often remembers a crash. It's like a game setting in the menu. Reset the game and reload all your settings. Go into the game menu and select 'default'. I sometimes uninstall a game if I can't find a way to default it. If you remove the game, make sure it's a clean uninstall. I use a third party cleaner like Revo unistaller. It's free to use for a month. Remove the game completely.
-It could be a Windows problem. Crashing or sudden shut-offs wreck a PC so Windows could be damaged and needs repair. In Windows 7, Go to computer> right click Local Disk(C)> Properties> Tools> Error-checking> Check now>
check both boxes> start. Let the program run.
-Run Disk Cleanup and Defrag it.
Hope this helps.

Tom's Hardware as a PSU tier list if you wish to check out their recommended (best and worse).

That ram slot change could possibly solve the issue

Slots 1+2 = channel A+A, basically you ran the ram single Channel. By switching to 1+3 you are now A+B which is dual channel and upto @20% better performance. The ram uses the full bandwidth of both channels instead of both sticks sharing the bandwidth of one. For 2x sticks, slots 2+4 are recommended by most mobo vendors, it also gives better cpu cooler clearance.
