URGENT HELP! MY ASUS MOTHERBOARD IS INSISTING ON FRYING MY RYZEN 1500X

So I assebled my first ever PC build yesterday. It booted normally into BIOS but the default VDDCR processor voltage between 1.38 V to 1.45 and idle temps 44C-48C were way too high. Then I did some browsing on how to reduce it so underclocked my processor to 3.5 Ghz from previous default of 3.7 Ghz and set a negative offset of .2. PC booted into bios normally with VDDCR CPU voltage between 1.242-1.253 and temps came down to 38-42C. So I installed Windows 10 and Ryzen Master shocked to see that BIOS was showing false data and CPU Voltage were still ranging between 1.38 to 1.45 V and above and temps were highly erratic ranging between 42-48C. So I opened new profile tab, set voltage to 1.25 underclocked it to 3.00 GHz and applied. It showed successful but as soon as I closed Ryzen Master and opened it again my Voltage were still in 1.4ish range and temps were still abnormal. The PC soon crashed. Opened up bios and bios is still showing clock frequency at 3.5 Ghz applied via BIOS before and Voltages in 1.2ish ranges.
Please help me out with this. This is my first build amd I'm a real noob in overclocking and all that. I don't even know what VDDCR means and could badly applied thermal paste would be the reason for this? BIOS is updated.
I'm really screwed, please take me out of my agony.
Thanks in advance.

Full specs
Mobo-Asus Prime B350M-E
Processor-Ryzen 1500X
RAM-Kingston 8GB 2400 MHz
PSU-Antec VP600P (600 watts)
GPU- MSI 750 ti (for now)

EDIT-

Ok, according to BIOS my clocks are at 3.5 Ghz and VDDCR at 1.292 V. The system is stable for now. But the Ryzen Master is still behaving erratically when the stress test (CPU-Z) was going on my CPU voltage (by Ryzen Master was 1.262 to 1.268 and there were no erratic jumps of temperature. It was increasing linearly and reaches about 55C in about 5 mins but as soon as I stopped Stress test. Voltage jumped up again to 1.42 to 1.45 volts (HW monitor showing same VID) and temps again started bouncing between 48 to 54 C (temps are cross checked with HW monitor). But as soon as I closed Ryzen Master temps according to HWmonitor came down to 34C idle. The CPU Voltage being measured my ryzen Master seems to be corresponding with VID voltages of HW monitor. The CPU VDD (node 0) voltage are around 1.094 V during stress test. I don't know the difference between the two. Also the clocks by set in bios are 3.5 Ghz while Ryzen Master is showing 3.6 Ghz peak speed and my CPU-Z agrees with it. The strange thing is when the stress test is not going VID voltages of HWmonitor also behaves erratically jumping up and down from 0.4 V to 1.425 V idle and CPU VDD volts increase to 1.119 to 1.275.

Whats your current cooler?
Also as long as the cpu doesn't go over 70c under load you are fine.

Turns out 'Core precision boost' aka XFR was enabled on motherboard which was spiking voltagees and thus temperature.
Thanks anyhow.
