Ryzen 1700 Literally Won't OC

When I first put the system together I put a stable OC of 3.7GHz and it ran fine for months. Then one day I noticed it was running back at the stock 3GHz. (I'm pretty sure I updated BIOS at some point). Now when I change the multiplier in BIOS to say 37 it never actually changes the frequency.

I've updated and reverted and updated back to the latest BIOS but still doesn't change from 3GHz.

Any ideas?

Yes, changed the VCore voltage to 1.35V. Sorry for not mentioning that.

There's a switch. I forget exactly what it is, a cool'n'quiet type switch, but if it's enabled, it basically caps the processor speeds to regulate heat output in SFX/HTPC enclosures. When you flashed the bios, it went back to factory defaults, so its entirely possible that switch wasn't in the original bios. It's there now though, just wish I could remember wth it is called.
 
Try those:

My Discoveries:
Ryzen 5 1600 will happily overclock to 3800 Mhz with low Vcore and VCORE SOC voltage
Ryzen 5 1600 requires noticeably more voltage above 3800 Mhz to remain stable
Even though I dialled in 14-14-14-14-34 timings, my RAM was running at 15-15-15-15-36
Setting 1.38V on my RAM actually results in 1.40V all day long in reality
@ 3825 Mhz / 1.320V / 1.128V… Idle = 33c / 15W / 1050rpm. Load = 63c / 82W / 1500rpm

Just tried all these things and still won't budge from 3.

I put in a ticket with Gigabyte to get the board RMA'd.

I can't think of anything else to do! Thanks for your help

So did I the first time. Changed multiplier and vcore voltage. That's what is driving me crazy but I'm going with motherboard issue.
