My self built PC running Windows 10 white screened suddenly during normal use. Rebooted assuming similar event as a BSOD. After windows loads, it cycles between a series of desktop, desktop with blackened taskbar, black screen, white screen.

Can't move the mouse/click on anything. Pressing windows key does nothing. Pressing CTRL+ALT+DELETE does nothing.

Video of issue: (Unedited except for blurring of a few names)

Attempted Fixes:

Checked whether it is a GPU problem by outputing video through the integrated graphics on the motherboard.

Restored from a recent system point. Haven't used my pc in a while, so I've only got 2 restore points, one being today and one being 4 days ago. - However, it looks like it only restores C drive, the ssd where windows is installed. What if the issue is on my internal hard drive, the D drive?

Booting into safe mode/safe mode with networking. It simply black screens.

Cleaning up the parts in my tower.

Command prompt only works, but I have no idea how to use it to help.

Checking whether my monitor was the issue. Connected my PC to 2 different monitors with various connectors (i.e. HDMI and DP) and all had the same issue.

Questions:

Would this be due to a virus?

If I can't find any successful solutions, would reinstalling windows be the best option? Would that wipe my hard drives as well?

Thanks for any possible solutions you folks provide.

Hello, deapdrag0216, Sure that is not bad for your start of troubleshooting, I would suggest checking your boot sequence in BIOS and also checking your cable connections of the hard drives to your motherboard. It looks like to me as if your BIOS might need an update done. If you want to do a BIOS update just Google your Motherboard name and model number to find the user or user guide manual. The process should be in there or just Google Updating the BIOS + model and model number of motherboard. Well, I hope this helps good luck, and don't give up.
