Trouble booting with new gtx 1060

So on Monday I installed a PNY GTX 1060 6GB (bought from pc world of all places). At first I had problems with installing drivers which didn't alarm me much. half way through the graphics driver install I got a black screen with my cursor which was still changing sprites when I clicked on different areas on the screen(for example cursor with blue spinning circle)
I tried older drivers, ddu even disabling the integrated graphics etc. etc.
Next I tried to install the drivers in safe mode which worked but the real doozey begins when I try to reboot. Windows asks me to skip disk checking which it normally does and the windows logo disappears (quite abruptly) and I am presented with the regular black screen with the spinning circle but I never get off it. Again I have my cursor and im"doing things"
I may have even logged in but I can't see it (still spinning).
Safe mode still works though.
I apologize for my grammar in this thread I'm on a phone and quite stressed at the moment.
My specs are:
AMD A8-5500(I KNOW IT IS A BOTTLENECK)
2GB+4GB of some sketchtastic ram
CX 600
And the evil PNY GTX 1060 6gb
And 4 TB of storage in case it matters.

Ok so I have found the issue, someone else was having the same problem and the same specs. what ended up fixing it for them was a higher quality power supply (I have a CX 600 sadly) but it technically wasn't my fault that I bought it. My parents forced me to call some IT guy that my dad knew and he quote (knows a lot about computers). After what his advice has put me through I know I won't be talking to him again. That got a bit personal for some reason but why not!
