Low fps for games / low performance in general

So as the title says, my system isn't performing at all. The problem is not that i get instead of 60 fps maybe 55 or 50... my problem is that i am getting 10 to 15 fps in a game like Dying Light with this system :

CPU : Amd fx 8350 Black Edition
Motherboard : MSI 970 Gaming
RAM : 2 x 8 HyperX 8Gb Kit
Power Source : Corsair 650 W
Video Card : Gtx 1060
OS : Windows 10
SSD : Samsung 850 EVO 250 Gb
HDD : Seagate 1 Tb

I have tested multiple games and the result is the same... 15 - 20 fps best case scenario. And in general the system is slow... very slow. If anyone has any advice for me i would be forever grateful. I should mention that just today i have installed a fresh copy of windows 10 and all the drivers and everything is new. And yes the system has been behaving like this for a while now,
 
I would try to check the temperatures. It could be the CPU mounting has come loose and is throttling. Or if it's a AIO it could be case of pump failure. Also make sure the GPU is attached to the PSU correctly, If you are using adapters try to make it so you don't need them.

Temperature almost constant, between 52 - 60 degree and the Video Card is plugged in correctly. Someone said that it also might be a fault within the motherboard hardware, but i don't know any way to test that, since i don't have any other motherboard to test the one that i have right now against. But thank you for the reply !

Someone told me an interesting thing today... and that is, that my motherboard does not provide both my cpu and video card with what they need in order for me to obtain high fps in games and he recommended that i switch the motherboard with a Gigabyte GA-990X-GAMING SLI Socket AM3+ ATX Motherboard . What do you think? Will this change improve my situation (so to speak)?
