Is CPU throttling my primary issue here?

So I've recently built a PC and I'm having some issues with Battlefield 1. Using an i5-7400 paired with an MSI 1070 GPU, I'm consistently getting less than 60 fps with frequent stutters, despite the fact that when I play the offline mode, I get smooth performance over 60 fps on Ultra with no dips or stutters at all.

I played in windowed mode and opened my hardware monitor with some interesting results:

Leave the max GPU performance of 70% aside (it was consistently running around 40-50%). My CPU was running an 100% with a rare dips into the 80s and 90s. I reduced pre-rendered frames to 0, which briefly helped until things picked up and I was back to a perpetual 100% on the CPU. Switching the settings from Ultra-->Low had no noticeable improvements. Knocking up the resolution scale to 125% increased GPU core usage a little bit (like 10%), but didn't hurt or improve fps in any noticeable way. I ran the Unengine Valley Benchmark and the GPU ran fine. Ran the Intel Extreme Tuning benchmark with no issues (turbo was around 3.3-3.5 with no thermal throttling:

I've noticed that I also run into huge fps losses with the Witcher 3 when there are large amounts of characters on screen. BF1 is at its worst when there are many units/explosions/effects on screen which has lead me to believe it's the CPU.

I've done pretty much every trouble-shooting method with the application but I'm still getting inferior performance vs PCs with worse specs. Any insight would be appreciated. Here's the system info:

ASUS Z270m Pro4
16 GB DDR4 2133 RAM (dual channel)
i5-7400 CPU at 3.0 ghz (turbo to 3.3-3.5) w/stock cooler
MSI AERO Nvidia GTX1070 8 GB
750 W PSU

I think I'm suffering the same problem. Some games on my 1070 look great, like Doom and Dark Souls 3, while others play terribly. Like Company of Heroes 2 and pretty much any RTS. I'm wondering if GPU intensive games look great due to relying on the 1070, but traditionally CPU intensive games like RTS's are looking bad due to some kind of problem with my i54790.

It's strange. My i5 7600k should be returning from an RMA, so I'll update this post after I can compare the .8-1 Ghz difference in clock speed. I didn't have nearly as many issues running my old combo of the 7400 and gtx 1060 3gb, though most of my AAA games would push the 1060 to its limits, The Witcher 3 uses up to 90% of GPU and 100% of CPU, but gets some crazy frame loss in densely populated cities. I heard that some patches to both the W3 and BF1 have been added to take advantage of hyperthreading in the i7s, which could be a contributing factor, though I've seen people with similar setups to mine i5+1070 getting better performance so I'm still stumped.
