New mobo, USB mouse and keyboard not working outside BIOS, please help!

So I just installed a new motherboard (Asus ROG Strix B350-F), CPU (Ryzen 3 1300x) and RAM, and it POSTs fine. Keyboard and mouse work perfectly in any USB port (2.0 or 3.0) within BIOS, but as soon as I try to boot Windows, all the mouse and keyboard lights turn off and they quit working.

I've tried everything I can think of. I've disconnected and reconnected everything, I've turned off and unplugged the PSU and held the power button for 10 seconds, I've reset the CMOS, all to no avail. I've tried enabling / disabling Legacy USB Settings in BIOS, I've tried booting in safe mode, everything in BIOS seems right but still no dice. I've tried every solution I could find online, but nothing works. I don't have a PS/2 port, so that doesn't help either.

My guess is that it's a driver issue, but I can't get at the drivers to uninstall them because I can't boot Windows. I would try re-installing Windows, but I don't have my CD and I don't have a CD drive anyways. Any help y'all can offer is very much appreciated! Thanks

In the advanced options, under USB, there is supposed to be an option that lets the bios "Hand-Off" the USB drivers to the OS. If the OS you are trying to install doesn't load USB 3.0 during setup, basically all of the usb hardware on the B350-F shuts off. They say you have to disable the "Hand-Off" mode and then the bios should continue to keep the USB ports operational, however you probably want to enable the hand-off again whenever you get the OS installed and get the USB 3.0 support going. I really have no proof of concept as I'm still trying to get my B350 build going.
