Is my graphic card dead; or the problem lies elsewhere?

So I turned on my pc and there is no display. Opened it up and saw that the cpu was working ( at least the cpu fan to be more precise). Tried using all the output options- DVI and HDMI but to no good. Monitor is working, tested that.
PC Specs:
MSI 970A G43 Motherboard
AMD FX 6300
NVIDIA GTS 450
4 GB DDR3 RAM Corsair XMS 1600 Mhz
320 GB HARD DISK
500 W PSU
I think it's either my GPU or my PSU. Not sure how to diagnose. Also, I know this PC is older than time itself, so spare those comments. Need to fix it.
PS : Also, I live in India where you have frequent power cuts. .My UPS stopped working about a year ago, so whenever there was a power cut, my PC would turn off. I think it could have been a reason.
PS : MSI 970A G43 doesn't have onboard graphics. Else it would have been a pretty easy job to check if my card was dead.

I also live in India and understand your feelings. I connected my pc to the main house invertor.
For the display problem, I would suggest you connecting your monitor once to your motherboard, instead of your graphics card. If still no vision , then test your monitor by plugging it into another computer. If it works , then try changing your cable.

No onboard graphics, so there's no option of connecting it to the motherboard VGA output. Also, mentioned the power cut problem because it might have damaged the hardware somehow?

try checking your monitor,cables.
