CPU idle temp 50C and 100% cpu usage temp 60C

Solution
Possible heat issues can arise from applications and processes within Windows ie third party security software. Also Windows has power options and if High Performance Plan is selected then by default Minimum CPU% is 100 , so set that to 5 or something if this is current power option. Aside from that there is other factors limited by CPU cooler, case and air flow, and motherboard and a number of other factors, some of which we do not control ie the weather/air temperature.
