Can't boot past bios menu

So I've been helping a friend with his pc for about 2 or 3 weeks now. We were doing a upgrade using some old parts but also using new parts. I built his computer, was able to install windows and got everything setup. No problems on desktop or anything. I got home and wanted to play a game with him, he installed pubg and we started to play, everything was running well until about 5 mins later he gets a blue screen and his computer restarts. So he turned it back on and now he can't even get past the bios screen. And I came back over several times trying to fix it and I have no idea what the problem is. I took the pc to my technical school and had my teacher look at it and he thinks it's the video card. But could it also be a motherboard issue or anything else? The stop code for the blue screen was iqrl not less or equal

So new parts are
Gigabyte GA-78LMT-USB3 6.0 F2
Patriots 2x8gbs ddr3 1600
Seagate 2TB hardrive
And a new cooler master case

Old parts are
AMD FX(tm)-4300 quad core processor 3.8ghz
Thermaltake power supply 650watt gold certified
EVGA GeForce gtx 960
And a random Cpu fan but it does the job rather well.

I've resitted the memory modules, I have reapplied thermal compound, I've even tried taking the gpu out and using the motherboards integrated graphics and I get stuck on the motherboards bios windows where it shows the specs anf it won't boot windows at all and when it does it goes to a infinite windows loading screen.
 


OK, so even without the video card it crashes, test it with one RAM stick at a time, also try the RAM in different RAM slots to see if maybe one is bad. Check power and drive connections, re-seating the CPU is a good idea, reset the BIOS to defaults. Boot of a utility disk like Hirens and run a disk check to see if the hard drive is good, try a clean Windows setup.

So I've alternated the ram sticks that didn't work. We got a new motherboard and it booted so I thought it would be Safe to do a clean install of windows. So now the computer has the same problem won't boot past windows logo, when it does it goes to a endless black screen. So I had a buddy tell me to put in the old hard drive with every component connected, we got on to windows but now we are back to the same problem iqrl not less or equal. But now at least the computer goes to the desktop. Any other ideas?
