Loud Liquid Cooler

Okay so a few months or so ago my old liquid cooler broke and starting making a really loud noise, and I can't stand background noise like that, so I went and bought a new one. I didn't want to pay too much for one so I went for one of the cheapest options, the Corsair H45, I did my research and a lot of the online benchmarks were showing it to be better than the Corsair H60 and other coolers and was about £20 cheaper, so I went out a bought it. After I installed the cooler I noticed it too made a loud noise, but this time it was a high pitch buzzing sound enough to drive someone insane. I decided to try and put up with it as I'd probably be getting a new computer next year, but I can't put up with this noise much longer it's like being constantly poked on the back. What makes it worse is that I don't always use headphones and even when I am it's still loud enough to hear. I'd like to know if there are any possible fixes for this noise (FYI my motherboard is the Gigabyte Z97 HD3 in case anything needs to be done on the bios). Or was this the reason why the cooler was so cheap?

Well on Skyrim Special Edition it averages at about 42 degrees Celsius, vanilla, when taking a stroll through Whiterun

I was planning on getting a Be Quiet Dark Rock Pro 3, or a Nocuta NH-D15 but my current case isn't wide enough to fit them
 


What about a Noctua NH U12s?

Yes it would fit

But when I was buying the cooler I didn't really take into consideration the noise, which I should have done and on paper the H45 looked better than a lot of others coolers like the one you mentioned, but there had to be a catch due to its low price point which I honestly expected but still went with it. I would have been better off with air cooler.
