PC Sometimes Won't Restart - Gigabyte Motherboard Error Code 97

My custom-built PC has been doing this for quite a while and I cannot figure out what the problem is.
Sometimes, when I try to restart my computer (specifically restarting, booting up from off normally works fine) nothing happens aside from the motherboard error code display flashing through a few different codes before landing and stopping on 97.
I read in a different thread that this is likely due to the graphics card not being properly inserted into the PCI-E bus, but the bootup sequence only sometimes doesn't work. Also, that thread suggested trying to plug my monitor into the video out ports on my motherboard instead of the video card, but the problem persists. Also, this problem existed prior to when I still had a GTX 770. After switching that out with my current GTX 1080, the problem persisted.

Does anyone know what is causing this problem with my motherboard? This is getting to be a real pain because it gets in the way of OS updates because if Windows can't reboot smoothly, the update gets canceled.
