PC not starting up correctly. Suspect motherboard.

My PC is not starting up/turning over. Currently with my PC when I turn on the power button. My External fan + LEDs & GPU fan all start apinning as expected as normal. But with my CPU fan it does not spin. The PC/Motherboard when turned on also does not make ANY beep/beep codes. Not one pepe. When trying to turn the pc. My power button is unresponsove even after holding it for 5 seconds to do a forced shutdown. The only way to turn it off is via my pcs powerbox awitch or via the wall socket. But when turning it off my CPU fan respons by giving a single jitter. Not enoough to move even 1 blade width. But noticable when stopping it. Ive already changed out my powerbox with an identical one to rule it out. Same problems
 
Solution
if you changed out the power supply for a known working one there may be a dead short in the pc. start with pulling the gpu see if the pc boots. if there no boot try one ram dimm. if there no boot with min stuff in the pc pull the mb see if it post on top of box to rule out a dead short. if it wont post...can be dead mb or cpu.
