Recently overclocked my RAM to 3000mghz and my CPU is running faster. Is this normal?

I have a Ryzen 7 1700 and recently bumped my RAM speed to 3000. Since then I have been having a louder PC. Last night when I went to shut down my PC the CPU fan when to 100% usage before shutting down.
